富兰克林·皮尔斯（Franklin Pierce）（1804年11月23日(甲子年) ~ 1869年（己巳年）10月8日），美国总统（1853-1857），这位能力一般、恶习很多的政治神童，在军内供职时间不长即晋升为将军。他无大的战绩，但却有似乎有神庇护。他不仅年轻时有机会青云直上，而且在总统选举中爆了冷门，被人们称为继詹姆斯·诺克斯·波尔克之后的又一黑马，创造了自詹姆斯·门罗以来从未有的绝对优势。由于他对南方的同情不能见容于北部各州，促成了国家的分裂，故任满后便隐退。他是第一位出生于19世纪的美国总统。直到今天为止，他仍是唯一一位来自新罕布什尔州的总统。
美国和墨西哥战争结束后，皮尔斯回家乡重操律师业。1848年选举中，民主党又提名他为新罕布什尔州州长候选人，他婉言拒绝。1850年11月新罕布什尔州召开第五届制宪会议，皮尔斯当选为主席。1852 年大选前，有一个不幸的背景，就是党的领袖人物相继辞世，使两党在政治上、组织上都缺少必要的支持。65岁的总统扎卡里·泰勒将军，在官场丑闻、华盛顿的炎热和医生们误疹的三面夹攻下病故了。1850年3 月31日，约翰·卡德威尔·卡尔霍恩离开了人世。他的出殡仪式成了一次凯旋游行，其信徒们在他的墓前竖立了一块石碑，以保证忠于他的原则。前总统约翰·昆西·亚当斯坐在众议院席位上猝然发病，被抬出国会大厦就亡故了。代表一个时代民主的安德鲁·杰克逊在他的“退庐”里猝然去世。在这种情况下，辉格党分裂了。那些拥护奴隶制利益、采取安抚政策的“棉花”派辉格党人，表示全力支持妥协案；而那些反对奴隶制的“道德”派辉格党则谴责妥协案。
