一、上议院开篇角色

1. 正方上院首相 (Prime Minister, PM)

核心任务:定义辩题、提出核心论点(建立正方论证框架)。

注意:不能歪曲辩题,需提出一个可辩的“政策/价值模型” 。

模板结构:

1.  开场白: Good morning/afternoon, Madam/Mr. Speaker, honorable judges, members of the opposition, and fellow debaters.

2. 定义与解释 (Definition/Interpretation):

   - Today, we are debating the motion: "This House Would/ Believes That..."

   - To clarify, we define the key term "[Keyword]" as ...

   - The context of today's debate is ...

3.  提出模型/机制 (Model/Mechanism):

   - The Government will propose a model where ...

   - We aim to implement this through ...

4.  提出论点预览 (Preview of Arguments):

   - I will be presenting two main arguments today: firstly, [Argument 1], and secondly, [Argument 2].

   - I will be supported by my Deputy Prime Minister, who will elaborate on ...

5.  立论展开 (Substantiation):

   - Let me start with my first point: ...

   - This is important because ... (Provide reasoning/evidence)

6.  结语: For these reasons, I strongly urge you to support the Government.


2. 反方上院领袖 (Leader of the Opposition, LO)

核心任务:驳斥首相的定义(如有必要),并提出反方核心论点 。

模板结构:

1.  开场白: Thank you, Madam/Mr. Speaker.

2.  直接驳斥 (Direct Rebuttal - Clash):

   - I'd like to start by thanking the Prime Minister for his/her insightful definition. However, I must challenge ...

   - The Prime Minister's model is flawed because ... (e.g., it is impractical, it causes more harm than good)

   - We reject the Government's interpretation because ...

3.  提出反方论点 (Constructive Arguments):

   - Let us look at the status quo. Currently, ...

   - The Opposition proposes that we maintain the status quo because [Reason 1].

   - Furthermore, the Government's plan ignores [Negative Consequence 2].

4.  框架建立 (Team Line):

   - My Deputy Leader will further elaborate on the dangers of this proposal.


二、上议院深化角色

3. 正方上院副首相 (Deputy Prime Minister, DPM)

核心任务: 驳斥反方领袖(Rebuttal),深化/补充正方上院论点 。

模板结构:

1.  开场:Thank you, Mr./Mrs. Speaker.

2.  驳斥 (Rebuttal - 回应LO):

   - Let me first address the Leader of the Opposition's points.

   - The Opposition claims that [Argument]. However, they failed to see that ...

   - This is a clear misunderstanding of our model because .

3.  深化/新论点 (Extension/Deepening):

   - Now, I'd like to return to my partner's first point and extend it further...

   - In addition to what the Prime Minister has said, I want to introduce a crucial point about [New Aspect].


4. 反方上院副领袖 (Deputy Leader of the Opposition, DLO)

核心任务: 继续驳斥正方,深化反方上院论点 。

模板结构:

1.  驳斥 (Rebuttal - 回应PM/DPM):

   - I will first pick up where my Leader left off, and then turn to the Deputy Prime Minister.

   - The Deputy Prime Minister suggested that ... but this is empirically false because ...

2.  深化论点 (Deepening):

   - Let me reinforce my partner's second argument regarding ...

   - The Government's proposal not only fails to solve the problem, but also creates a new issue: ...


三、下议院扩展角色

5. 正方下院成员 (Member of Government, MG)

核心任务:提出“扩展”(Extension)。即提出不同于上院的新论点,但不能与己方上院矛盾 。

模板结构:

1.  开场及立场:Thank you, Mr. Speaker. We, as the Closing Government, fully support the opening Government's stance.

2.  驳斥反方上院 (Rebuttal):

   - While the opening Government did a great job, the Opposition has failed to address [Key Point].

3.  提出“扩展”论点 (Extension):

   - However, the most important issue in this debate, which the opening Government didn't have time to touch upon, is ...

   - We need to look at this from a different perspective: [Stakeholder/Value].

   - My extension is that ... (This is new and distinct from the Opening Government).


6. 反方下院成员 (Member of Opposition, MO)

核心任务:驳斥正方下院的“扩展”,并提出反方下院的“扩展” 。

模板结构:

1.  驳斥正方下院 (Rebuttal to MG):

   - I must first address the Member of Government's so-called "extension". It is not an extension but a repetition of what we've already heard, and here’s why it fails...

2.  驳斥正方上院 (Rebuttal to OG):

   - Additionally, the opening Government's case collapses because ...

3.  提出反方扩展 (Extension):

   - The real clash in this debate lies not in [OG's point], but in [New Point].

   - We provide a new analysis: even if you accept the Government’s principle, their method is wrong because ...


四、总结陈词角色

7. 正方党鞭 (Government Whip, GW)

核心任务: 总结全场,比较双方核心交锋点(Clash),禁止提出全新论点 。

模板结构:

1.  开场: Thank you, Mr. Speaker. It is my duty to sum up this debate for the Government side.

2.  梳理全场交锋 (Clash Analysis):

   - The debate has come down to three main clashes: firstly, [Issue 1]; secondly, [Issue 2]; and most importantly, [Issue 3].

3.  总结各方贡献:

   - On the issue of [Clash 1], the Opening Government successfully showed that ...

   - On the issue of [Clash 2], the Closing Government introduced the crucial point that ...

4.  强调胜利点 (Why Gov wins):

   - The Opposition has failed to rebut our core arguments regarding ...

   - Therefore, the Government's case stands intact.


8. 反方党鞭 (Opposition Whip, OW)

核心任务:总结反方为何获胜,重点强调本方下院的“扩展”贡献,禁止提出全新论点 。

模板结构:

1.  开场:Thank you, Mr. Speaker.

2.  回顾核心冲突:

   - Throughout this debate, the Government has tried to convince you of [X], but the Opposition has consistently proven that [Y].

3.  总结比较:

   - Let me summarize the comparative advantages of the Opposition.

   - The Opening Opposition dismantled the Government's model by pointing out its inherent flaws.

   - Crucially, the Closing Opposition extended this by showing that the Government's underlying principle leads to a dangerous slippery slope.

4.  结论:

   - The Government has failed to prove the necessity/benefits of their motion. For all these reasons, I urge you to reject the motion.


常用万能句式(适用于所有角色)

1.  接受或拒绝质询 (POI):

   - Accept: "I'll take that point." / "Thank you for that intervention, but..."

   - Decline: "Not at this time, thank you." / "I'd like to finish my point."*

2.  驳斥对方观点:

   - "My opponent fails to see that..."

   - "This is a logical fallacy because..."

   - "Even if we accept that premise, it does not lead to their conclusion."


3.  加强己方观点:

   - "To put it simply..."

   - "This is not merely a theoretical benefit; in practice, we see this working in [Country/Case Study]."


避坑指南

- 首相: 切忌定义过于奇葩(Squirreling),导致辩论失去公平性 。

- 下院:切忌只重复上院的论点。必须拿出“扩展”,哪怕只是从不同角度切入(如改变分析视角、加入新利益相关者) 。

- 党鞭: 切忌在全场最后几分钟提出新数据或新案例来试图扭转战局,裁判会忽略新论点甚至扣分 。
