Hello, everybody.In the State of the Union, I laid out three areas we need to focus on if we’re going to build an economy that lasts: new American manufacturing, new skills and education for American workers, and new sources of American-made energy.These days, we’re getting another painful reminder why developing new energy is so important to our future. Just like they did last year, gas prices are starting to climb. Only this time, it’s happening earlier. And that hurts everyone – everyone who owns a car; everyone who owns a business. It means you have to stretch your paycheck even further. Some folks have no choice but to drive a long way to work, and high gas prices are like a tax straight out of their paychecks.Now, some politicians always see this as a political opportunity. And since it’s an election year, they’re already dusting off their three-point plans for $2 gas. I’ll save you the suspense: Step one is drill, step two is drill, and step three is keep drilling. We hear the same thing every year.Well the American people aren’t stupid. You know that’s not a plan – especially since we’re already drilling. It’s a bumper sticker. It’s not a strategy to solve our energy challenge. It’s a strategy to get politicians through an election.You know there are no quick fixes to this problem, and you know we can’t just drill our way to lower gas prices. If we’re going to take control of our energy future and avoid these gas price spikes down the line, then we need a sustained, all-of-the-above strategy that develops every available source of American energy – oil, gas, wind, solar, nuclear, biofuels, and more. We need to keep developing the technology that allows us to use less oil in our cars and trucks; in our buildings and plants. That’s the strategy we’re pursuing, and that’s the only real solution to this challenge.Now, we absolutely need safe, responsible oil production here in America. That’s why under my Administration, America is producing more oil today than at any time in the last eight years. In 2010, our dependence on foreign oil was under 50% for the first time in more than a decade. And while there are no short-term silver bullets when it comes to gas prices, I’ve directed my administration to look for every single area where we can make an impact and help consumers in the months ahead, from permitting to delivery bottlenecks to what’s going on in the oil markets.But over the long term, an all-of-the-above energy strategy means we have to do more. It means we have to make some choices.Here’s one example. Right now, four billion of your tax dollars subsidize the oil industry every year. Four billion dollars.Imagine that. Maybe some of you are listening to this in your car right now, pulling into a gas station to fill up. As you watch those numbers rise, know that oil company profits have never been higher. Yet somehow, Congress is still giving those same companies another four billion dollars of your money. That’s outrageous. It’s inexcusable. And it has to stop.A century of subsidies to the oil companies is long enough. It’s time to end taxpayer giveaways to an industry that’s never been more profitable, and use that money to reduce our deficit and double-down on a clean energy industry that’s never been more promising. Because of the investments we’ve already made, the use of wind and solar energy in this country has nearly doubled – and thousands of Americans have jobs because of it. And because we put in place the toughest fuel economy standards in history, our cars will average nearly 55 miles per gallon by the middle of the next decade – something that, over time, will save the typical family more than $8,000 at the pump. Now Congress needs to keep that momentum going by renewing the clean energy tax credits that will lead to more jobs and less dependence on foreign oil.Look, we know there’s no silver bullet that will bring down gas prices or reduce our dependence on foreign oil overnight. But what we can do is get our priorities straight, and make a sustained, serious effort to tackle this problem. That’s the commitment we need right now. And with your help, it’s a commitment we can make. Thanks.

大家都知道,解决这一问题没有捷径,而且我们也不能一味追求降低油价。如果我们想要控制我们的能源未来并避免油价波动对我们的影响,我们就需要一项开发利用美国一切可以利用的能源的可持续的,最高的能源战略,包括利用石油、天然气、风能、太阳能、核能以及生物燃料等等。我们需要持续开发各种技术让我们的汽车、建筑以及农业上使用的石油更少。这才是我们追求的战略,也是解决我们面临的挑战的唯一现实方案。

现在,我们确实需要安全的、有保障的国内石油产量。这也是在我领导的政府努力下,美国石油产量比8年前的任何时候都高的原因。2010年,我们对海外石油的依赖度10年来首次降低到50%以下。但由于对油价问题没有短期的有效解决方法,我也已经指令当局寻找每一个我们可以施加影响的领域,在未来几个月里帮助消费者,包括从消除运输瓶颈到关注石油市场变化等方面。

但长远来看,一项最高的能源战略需要我们做的更多。也意味着我们需要做出选择。

例如,现在,每年你们纳税中的40亿美元作为补助提供给了石油公司。整整40亿美元。

想象一下。也许你们当中有人正在车上收听我的讲话。当你到加油站加油的时候,看着数字不断跳变,你可知道石油公司的利润从来没有比现在更高过。然而,国会却一直每年为这些公司提供40亿美元的补贴。这太过分了。不可容忍。必须得到制止。

对石油公司一个世纪的补贴已经够长了。是时候终结用纳税人的钱为一个利润高的没法更丰厚的行业提供补贴了,用这些钱来降低下我们的赤字,加倍在更有希望的清洁能源产业投入。由于我们已经做出的投资,风能和太阳能在我国的使用已经翻番了——而且成千上万的美国人也因此得到了工作。同时由于我们制定了最为严厉的商业燃料标准,我们的汽车的每加仑汽油平均行驶里程将在未来十年达到55英里,这样经过一段时间,一个普通家庭将在油费上节约8000美元。现在,国会要将继续向清洁能源产业提供的税收优惠政策继续保持下去,这将为我们提供更多就业岗位并降低我们对海外石油的依赖度。

当然,我们都知道对于降低油价或降低我们对海外石油的依赖度并没有一个在一夜间解决问题的快捷方案。但我们可以让最重要的事情得到解决,持续认真努力的去解决这一问题。这是我们当下需要的承诺。在大家的帮助下,我们一定能够兑现这一承诺。谢谢大家。
